UK Councils Intend to Sell Off Community Hubs and Sports Centres to Balance Books

According to a new survey of local authorities, English councils are preparing to offload social clubs, sports centres, and retail spaces as they bet on a rapid disposal of assets to stabilize finances.

Growing Fiscal Pressures Drive Asset Sales

A coalition of councils representing second-tier cities in the UK reported that six out of ten of councils are intending to dispose of properties to meet the rising costs of adult and children’s social care.

Councils have previously come under fire for selling playing fields and open spaces to shore up their finances, but they contend they must proceed to raise vital cash from property disposals or face insolvency.

The group noted that a significant number of councils seeking to generate funds from a quick sale of holdings marked “a distinct shift from 2024, when the majority (60%) of municipal officials said they would focus on service redesigns and utilising savings to manage increasing fiscal pressures.”

Detailed Cases of Planned Disposals

Medway Council in Kent said its property management strategy featured the disposal of a shopping centre in a local town and a community venue in another town to generate 20 million pounds over five years.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all generate rent for the authority, will also be disposed of under the strategy.

Local Levy Rises and Wider Fiscal Strains

The survey of local authorities in the key cities group, which includes several urban centers, further found that over seven in ten of authorities will have to raise council taxes next April to address the rising cost of essential services, higher levels of homelessness, and a persistent accommodation deficit.

The authority explained it will press ahead with property disposals after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but certain measures take time to deliver both better provisions and cost efficiency,” stated Vince Maple.

He added: “We face population challenges which will continue to add to the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is very challenging.”

National Patterns and Projections

A survey of county councils recently also found council budgets being stretched by the growing number of young people and older individuals requiring special educational assistance.

The County Councils Network projected that local shortfalls will reach 4.4 billion pounds a year by 2029, as they struggle to manage increased demand.

Government officials have delayed planned reforms to the Send system until next year after a white paper outlining those reforms has been postponed.

Disadvantage and Funding Shortfalls

According to the most recent deprivation measures (IMD) covering UK local authorities, several key cities members were included in the most disadvantaged in England.

  • “Member cities like several major towns place in the most deprived 30 nationally under the latest IMD measures,” said the study.

“Although only a single urban area is in the top 10 for deprived neighbourhoods nationally, urban areas are far more likely to be in the most deprived fifth of England. The figures highlights the extent of challenges confronting municipal officials across major urban centers in the next twelve months,” the analysis added.

“Council officials have been explicit about the necessity for a equitable and lasting funding system that reflects and responds to the actual extent of disadvantage and demand,” stated a council leader.

“Lacking this, councils will persist to face difficult decisions around which essential services to allocate spend to, and which to reduce, to the detriment of their communities.”

A fifth of local authorities have reduced or weakened social care provision in the past 12 months, the survey found.
